On 12 March 2008, work began inside the Naval Dockyard at Victoria Island, Lagos: a cutter suction dredge going together from delivered sections, hull staged at the quay wall under the yard's shore crane, deck machinery, winches and ladder fitted piece by piece.
Martins Otuya supervised the build through to June 2008 — rigging and alignment, winch and wire installation, the cutter ladder mounted with its cutterhead and float line — until the dredge sat assembled and afloat beside a naval berth. It's one of the builds that laid the foundation for DEW and IDSS's assembly competence.
